Viktor Nikolaevich Lavrov was born on April 7, 1941, in Moscow in the family of a military topographer, Nikolai Petrovich Lavrov, one of the founders of military topography. He graduated from the Moscow Institute of Geodesy, Aerial Photography, and Cartography in 1964. Starting from 1964, he worked at the Central Scientific Research Institute of Geodesy, Aerial Photography, and Cartography), where he was involved in the development of new aerial cameras. From 1967, he served in the 29th Research Institute of Space Device Engineering. He developed space mapping complexes such as "Hector," "Orion," "Comet," and "Bars." He also participated in the development, testing, and operation of the unique domestic dual-purpose mapping complex, "Comet."

In 1981 he defended his thesis on the calibration of space cameras, and he was awarded the academic degree of a Candidate of Technical Sciences and the title of Associate Professor. 
In 1993, he completed his military service with the rank of colonel, became one of the founders of the company "Sovinformsputnik," and focused his efforts on the commercial use of domestic remote sensing data.

From 1996 to 1998, he led the SPIN-2 project for the joint Russian-American launch of the "Comet-19" satellite. The beginning of the era of commercial high-resolution space imaging data is rightfully considered one of V. Lavrov's achievements.
From 2007 to 2012, he worked at JSC "Gazprom Promgaz," dealing with the use of aerospace technologies in the oil and gas industry.
He is the founder of the "Innoter" group of companies, where he currently serves as the General Director. 

His merits have been recognized with state and departmental awards. He is the author of many scientific publications and inventions.
