How forensic imagery analysis is done from RS images

The composition depends on the expertise questions, acquisition dates, archive availability and expert-opinion requirements.

Forensic imagery analysis from satellite survey materials is a procedural action: conducting investigations and giving an expert opinion on questions that require satellite and/or aerial images and specialised knowledge. The questions are posed by the authority or person authorised to appoint forensic expertise, in order to establish circumstances that must be proven in a specific case. The basis is a ruling or decision of such an authority or person. Using satellite images and images from aircraft and UAVs for information about the present and the past, referenced in space and time, is a method of proof in judicial practice. RS materials serve as evidential elements in a range of legal proceedings. GEO Innoter LLC was recognised as the best expert company in phototechnical expertise based on satellite and aerial survey data for 2021 (Judicial and Expert Chamber of the Russian Federation, 22.04.2022).

The goal is to establish the reliability, completeness and accuracy of facts. Among the tasks: determining the location, boundaries and relative position of objects; the time of presence, absence or condition of an object from archival satellite images, including the construction date of buildings and structures; describing the dynamics of change or unchanged condition of an object; object parameters; violation of plot boundaries and land-use conditions; object type (natural or anthropogenic) and, with varying probability, a specific kind or genus; recording the presence and extent of damage; analysis of the environmental situation and illegal landfills; the fact of crop failure; compliance with construction and land-work deadlines; the fact that construction works started as of a date; the date a structure and dwelling were erected; the date waste dumping began; the date mineral extraction began.

Mechanism: aerospace images with confirmation that no alterations were made, georeferencing of the images on the ground, and the interpretation result on the subject of the dispute — as factual evidence in an investigation or in court at the request of the parties to arbitration, civil or criminal proceedings. This includes detection, identification, collection and cataloguing of physical evidence by RS methods. Systematic imaging of the surface is an archive that can be restored at any time and used to reconstruct the history of a territory. UAV remote sensing technologies have greatly improved the process of measuring, documenting and presenting physical evidence and crime scenes. The times when individual items were measured with a tape measure and the scene was documented with a few photographs are gone. Technology allows us to measure the entire area of the scene, literally hundreds of millions of points to an accuracy of 3mm using, for example, terrestrial laser scanners. The use of close range photogrammetry, allows us to extract three-dimensional data from photographs and video and document the position of objects and people. All of this helps to create a more complete, accurate, objective and verifiable data set for those who will decide the fate of the parties involved.
Phototechnical expertise is a technical and legal examination of space imagery materials for certain purposes of criminal, civil or arbitration proceedings (including detection of signs of editing and retouching on the images).
Forensic phototechnical expertise is a process of research and analysis of remote sensing imagery to detect forgeries, alterations or manipulations, as well as to determine the authenticity and integrity of the images.
The main aspects of a photographic forensic examination are:
1) Authentication: Determining the authenticity of the image and verifying its integrity to determine if any alterations or manipulations have been made. This may include determining whether retouching, editing, or digital alterations have been made.
